RICHMOND — Authorities on Monday announced an arrest in a fatal hit-and-run collision last week.

The incident happened at 8:30 p.m. Aug. 23 at Hellings Avenue and 23rd Street, according to the Richmond Police Department.
At a news conference Monday, police said the victim — identified as Rafael Delgado, 81, of Richmond — was in a “marked, well-lit” crosswalk when a car hit him.
Delgado ended up on the hood and was carried a “good distance” before he fell to the ground, according to police.
Investigators obtained footage of the hit-and-run collision and used automated license plate reader technology to identify the suspected vehicle, Lt. Donald Patchin said.
On Aug. 25, investigators found the car abandoned in the city, according to police.

Police seized the vehicle as evidence and identified its owner as Don Mack, 66, of Richmond. Patchin said Mack has a “fairly lengthy criminal history” and was wanted on a warrant for driving with a suspended license at the time of the incident.
On Sunday, investigators found Mack in the 400 block of Fourth Street in Richmond and arrested him on suspicion of felony hit-and-run, vehicular manslaughter and driving with a suspended license.
News of the arrest brought a measure of healing to Delgado’s family, according to his daughter, Lucia.
“This is a different kind of hurt,” she said.
Delgado was well known in the community, according to both his daughter and police.
“He always gave what he had,” Lucia said, “even if he didn’t have much to give.”
