The City of Milpitas has appointed John E. Hall as its housing official. Hall’s first day on the job was Sept. 8. His role is to help advance the city’s efforts to expand housing opportunities and promote housing stability for residents.

Hall brings nearly 26 years of experience in housing, community development and affordable housing finance in both the public and private sectors. Throughout his career, he has led housing and community development initiatives focused on increasing housing supply, preserving affordable housing, supporting residents at risk of displacement and strengthening partnerships to advance community development goals.
“John brings an exceptional depth of experience and a proven record of delivering results in housing and community development,” said City Manager Willie Hopkins in a release.
Over the course of his career, Hall has helped produce approximately 1,400 new housing units while preserving existing housing and has worked with programs including Community Development Block Grants, HOME, Section 8, public housing and Low-Income Housing Tax Credits.

Hall previously served as director of the District of Columbia Department of Housing and Community Development, where he led an agency of approximately 150 employees with a $144 million budget. During his tenure, the department facilitated approximately 1,100 units of affordable housing and implemented programs and policies addressing housing production, neighborhood stabilization and housing affordability.
As a sustainability officer and regional lead for the federal Partnership for Sustainable Communities, John worked with the U.S. Department of Housing and Urban Development (HUD), the U.S. Environmental Protection Agency and the U.S. Department of Transportation to advance planning and development strategies integrating housing, transportation and sustainability. Those efforts helped secure approximately $7 million in planning grants for jurisdictions across the Mid-Atlantic region.
