Suspect charged in fatal Oakland shooting of father of four

OAKLAND — A Stockton man was charged Monday with murder in the June 14 killing of a beloved father of four, who was fatally shot as he drove in East Oakland, according to authorities and court records.

Leonard Evans, 42, was arrested Wednesday at his Stockton home; he was also charged with shooting into an occupied vehicle. He is being held without bail and was scheduled to be arraigned Monday.

Authorities said that during an interview with investigators Evans denied involvement in the shooting.

He is charged in the killing of Williams Ivan Parra-Carbajal, 41, who had addresses in San Leandro and Hayward. He was fatally shot about 11:30 a.m. June 14 as he drove a Tesla in the 1300 block of Seminary Avenue. He worked as a rideshare driver, but police said he was not working when he was shot.

Police said the two men did not know each other, and have not confirmed a motive. They are trying to determine why the men were in Oakland. A longtime friend of Parra-Carbajal said he was expecting him at the friend’s home in another part of Alameda County later in the day to hang out and possibly watch a World Cup soccer match.

Investigators were able to identify Evans as the suspect through surveillance footage, witness statements and electronic evidence, court records say. Police said Evans was riding a motorcycle when the shooting happened.

Parra-Carbajal is survived by his wife and four children, two boys and two girls ranging in age from 2 to 21.

According to an online fundraiser posted by a family member, he “meant everything to his family, bringing joy and support to everyone around him. As the main support for his loved ones, his loss has left a deep void in all of our lives.”

The longtime friend said “the family is happy with the (arrest) but is still upset it is not going to bring their father back.”

The friend said he will always consider Parra-Carbajal a part of his family and “I will not stop missing him.”
