Witnesses described the suspect as resembling Justin Bieber, according to the Hayward Police Department. Investigators say he grabbed a woman at about 3:15 p.m. near the intersection of Jackson Street and Soto Road. The woman had been walking along Soto Road when the man, who was walking in the opposite direction, suddenly reached for the woman and hauled her 15 or 20 feet, police said.
Two good Samaritans intervened, prompting the kidnapper to run away, according to police. He was last seen around Jackson Street.
