OAKLAND — A man fatally shot last Sunday while driving in East Oakland was identified Friday by authorities as Williams Ivan Parra-Carbajal, a beloved father of four who worked as a rideshare driver.

Parra-Carbajal, 41, who had addresses in Hayward, San Leandro and San Francisco, was fatally shot about 11:30 a.m. Sunday morning in the 1300 block of Seminary Avenue as he drove in a Tesla.
Police do not believe he was working as a rideshare driver at the time of the killing. Authorities are still trying to determine why he was in Oakland and a potential motive for the shooting.
Investigators believe the shots that killed him came from outside his vehicle. No arrests have been announced.
According to a online fundraiser posting by a family member, Parra-Carbajal “meant everything to his family, bringing joy and support to everyone around him. As the main support for his loved ones, his loss has left a deep void in all our lives.
“He leaves behind his wife and four children,” the posting reads. “The pain of losing him is overwhelming, and his family is now facing not only emotional heartbreak but also financial uncertainty. He was the foundation of their household, and his absence has made daily life incredibly challenging for his wife and kids. They are now trying to find a way forward without him, and the road ahead is difficult.”

A close friend of Parra-Carbajal for many years, who did not want his name used, said he was expecting Parra-Carbajal at his home in another part of Alameda County later Sunday to hang out and possibly watch a World Cup soccer match.
He said Parra-Carbajal was a devoted father who had left a job at a San Leandro company to work as a rideshare driver so he could have more time to spend with his family. He had two boys and two girls ranging in age from 2 to 21.
“He was an active dad, a hands-on dad,” the friend said. He said Parra-Carbajal “was a people person — always in a positive mood. He was the life of the party.”
He said he would always miss his friend and never forget him. “He was one of those friends who became family. He was someone you could really care for.”
