{"id":2294,"date":"2026-06-17T05:07:29","date_gmt":"2026-06-17T05:07:29","guid":{"rendered":"https:\/\/nextcitydigest.com\/?p=2294"},"modified":"2026-06-17T05:07:29","modified_gmt":"2026-06-17T05:07:29","slug":"tiebreaker-vote-by-mayor-barbara-lee-allows-voters-to-decide-how-oakland-is-governed","status":"publish","type":"post","link":"https:\/\/nextcitydigest.com\/?p=2294","title":{"rendered":"Tiebreaker vote by Mayor Barbara Lee allows voters to decide how Oakland is governed"},"content":{"rendered":"<div>\n<div>\n<p>OAKLAND \u2014 Mayor Barbara Lee may soon find herself with the final say in shaping Oakland\u2019s future if voters this fall approve her plan to strengthen the authority of the city\u2019s top elected leader.<\/p>\n<p>Read more <a href=\"https:\/\/nextcitydigest.com\/?p=2292\">Messi has his first World Cup hat trick as defending champion Argentina beats Algeria 3-0 in opener<\/a><\/p>\n<p>She got a taste of that power Tuesday, breaking a rare tie vote by the Oakland City Council to send perhaps her most consequential legislative proposal since taking office to the November election ballot.<\/p>\n<p>Lee will now campaign for Oakland\u2019s residents to grant her crucial veto power over city policies, along with a host of other reforms to a governance structure widely seen as flawed for how it splits responsibilities between the mayor, council and a hired city administrator.<\/p>\n<p>Voters could effectively place Lee \u2014 and future mayors \u2014 among the most powerful city leaders in California, alongside the top officials in San Francisco and Los Angeles. The former congresswoman will separately seek reelection to a full term on the same November ballot.<\/p>\n<p>Lee promises the proposal would centralize accountability in a diverse, often dysfunctional city, arguing Tuesday that Oakland\u2019s \u201ccurrent system too often makes it impossible to know who is responsible when things go wrong.\u201d<\/p>\n<p>\u201cThat\u2019s all we\u2019re being asked to do,\u201d Lee said of Tuesday\u2019s vote, \u201cto trust voters with that choice.\u201d<\/p>\n<p>Her successful push sets the stage for a political showdown in Oakland, where currently the mayor lacks legislative authority over the city council, which determines the budget and all of Oakland\u2019s policies. The administrator, who serves under the mayor, runs daily city operations.<\/p>\n<p>It remains to be seen how Lee\u2019s vision \u2014 which would evolve the city past a \u201chybrid\u201d government format devised by former Mayor Jerry Brown \u2014 will be received by voters in November.<\/p>\n<div>\n<\/div>\n<p>\u201cI believe this particular measure, as it is drafted, will be weaponized against the mayor,\u201d said Councilmember Carroll Fife, who voted to advance the legislation Tuesday while acknowledging that her \u201cbase has literally asked me not to support this.\u201d<\/p>\n<p>Under Lee\u2019s proposal, the mayor would replace the administrator in overseeing most of the local government\u2019s department heads, while also being able to veto not just legislation but specific line items in city\u2019s two-year budget.<\/p>\n<p>The council would need six-out-of-eight votes to override a mayoral veto. Lee, in an interview this week, vowed to \u201cseldom, if ever\u201d veto a council decision.<\/p>\n<p>On the other hand, voters could grant the council abilities to directly oversee city staff; subpoena records and testimonies with the backing of state law; and establish an independent office to provide third-party analysis of policies and the city\u2019s finances.<\/p>\n<div>\n<\/div>\n<p>Still, some council members remained hesitant Tuesday to cede its bottom-line lawmaking authority, even after the eight-member body had voted 5-3 earlier this month to advance Lee\u2019s proposal.<\/p>\n<p>Read more <a href=\"https:\/\/nextcitydigest.com\/?p=2290\">Review: \u2018Toy Story 5\u2019 plugs right in to Pixar\u2019s extraordinary franchise<\/a><\/p>\n<p>Councilmember Ken Houston, a key swing vote, switched to siding against the measure after amendments he had proposed \u2014 including a requirement for the mayor to attend certain council meetings and a lower threshold to override a veto \u2014 went nowhere.<\/p>\n<p>\u201cThis has nothing to do with my mayor,\u201d Houston said of his misgivings, noting his confidence in Lee\u2019s integrity. \u201cI\u2019m worried about who\u2019s going to come after her.\u201d<\/p>\n<p>Houston dissented alongside council members Janani Ramachandran, Noel Gallo and Zac Unger, the last of whom had briefly sought to place a popular alternate governance structure before voters.<\/p>\n<p>\u201cIt\u2019s not a good idea to have two competing ballot measures,\u201d said Unger, who favors a \u201ccouncil-manager\u201d format in which the mayor serves as a voting member of the council while the administrator oversees city affairs.<\/p>\n<p>Proponents of the \u201cstrong-mayor\u201d model, which will appear on the November ballot, say it simplifies the city\u2019s share of power, positioning the mayor as a sole executive whose decisive authority brings other city officials to the table.<\/p>\n<p>Councilmember Charlene Wang, who earlier this month was a source of full-throated support for the measure, has said the format allows an elected leader \u2014 instead of a hired official \u2014 to implement laws directly, cutting through the city\u2019s bureaucratic red tape.<\/p>\n<p>Wang, however, failed to garner her colleagues\u2019 support for amendments allowing the council to vet the mayor\u2019s choice for the administrator role.<\/p>\n<p>Fife, before casting a \u201cyes\u201d vote on Lee\u2019s plan, expressed concern that a strong-mayor model places too much pressure on the electorate to choose the right mayor at a time when well-heeled donors are pouring money into politics \u2014 both in Oakland and across the country.<\/p>\n<p>In the end, though, Fife said she believes \u201cvoters have a right to decide whether they want a strong mayor or not.\u201d<\/p>\n<p>\u201cWhat we have (currently) does not work,\u201d she said, \u201cand we need a better system.\u201d<\/p>\n<p><em>Shomik Mukherjee is a reporter covering Oakland.
